ACNM is honored and delighted to congratulate member Martha Carter, DHSc, CNM, MBA, APRN, named May 1 by the U.S. government to serve on the Medicaid and CHIP (Children?s Health Insurance Program) Payment and Access Commission (MACPAC). Dr Carter, Chief Executive Officer of FamilyCare Health Centers, Scott Depot, WV, was nominated to this post by ACNM and is one of five newly appointed MACPAC members serving a three-year term beginning May 2017. The MACPAC is a non-partisan legislative branch agency that provides policy and data analysis and makes recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and the states on a wide array of issues affecting Medicaid and CHIP. MACPAC serves as an independent source of information on Medicaid and CHIP, publishing issue briefs and data reports throughout the year to support policy analysis and program accountability. Because both Medicaid and CHIP cover services so critical to many women and newborns, it is vital that the panel include a leadingmidwife.
"Being appointed to the MACPAC is an incredible honor and opportunity," noted Dr. Carter. "I will do my best to represent nursing and midwifery and the populations we serve."
